Hotspots Dont Work

When I am away from my router it just doesnt work. I can be in a home that has Comcast and I can see the signal is strong but when I try to connect I receive a message saying I cant connect. Why? Doesnt make sense. For the most part its useless. Very rarely am I actually able to connect to a hotspot. Please fix the problem.
